deb: pass build profiles for jammy

debian/control in OpenModelicaBuildScripts gates qt6-httpserver-dev on
`<!pkg.openmodelica.nomcp>`, since jammy has no QtHttpServer.
`debBuildProfiles(codename)` names the profiles; they go to
mk-build-deps through a `build-profiles` file in the image context
(so they are part of the image hash) and to dpkg-buildpackage as `-P`.
